The menu entry is outside the hierarchy in preference. In the desktop file
/usr/share/applications/nm-connection-editor.desktop

we need to add X-GNOME-NetworkSettings to the categories. The line should read:

Categories=GNOME;GTK;Settings;X-SuSE-ControlCenter-System;X-GNOME-NetworkSettings;

This bug appears to have been reported against 'rawhide' during the Fedora 10 development cycle.
Changing version to '10'.
