Description of problem:
Installing condor on RHEL4 with SELinux disabled provided the following error message:

/var/tmp/rpm-tmp.3264: line 3: semanage: command not found

RHEL4 spec needs to not try to semanage, RHEL4 can likely have SELinux disabled

More specifically, the condor_startd should run in an unconfined context on RHEL4 by default

This is fixed in 7.2.0-0.3
