The kadmin daemon's been capable of pulling its own keys directly from the realm database for quite a while now, so we don't need to bother with checking for the existence of its keytab file and creating/populating it if it isn't found.

Additionally, it breaks a third-party password-changing server that doesn't use the same file by changing the key out from under that other server.  We fixed this for Fedora 10, and we should fix it here, too.
