the first thing one sees is:

"To learn how to install Fedora, refer to"

but there is no link to which to refer.

Thanks, there is a <ulink> call in there that is not visible; apparently you cannot use such markup in a <title/> block.

I changed the language of the title and note to work around this.  We'll get this in the next web-based notes update, and the next update for fedora-release-notes package.
