When you perform a kickstart installation and in kickstart file you have

timezone --utc Etc/UTC

anaconda acts like this command doesn't exist in kickstart file and ask you to select the timezone. After you do that installation proceeds and in /root/anaconda-ks.cfg it puts exactly the same command.
