ISC DHCP 4.1.x will have several new DHCPv6 features that were not in DHCP 4.0.x. These new features include:

* Support for the rapid-commit option on the client side
* Prefix Delegation support
* IA_TA address support
* A basic DHCPv6 relay agent
* basic DHCPv6 Leasequery support

DHCPv6 support in Fedora (and RHEL) is offered by the dhcpv6 package.  The project is here:

http://fedorahosted.org/dhcpv6/

Regarding upgrading ISC dhcp, it is not necessary to file bugs to request upgrades to ISC dhcp.  The upgrade is already in progress, but I cannot simply drop in a new tarball in the package and let it go.  Version 4.1.0 should be available soon in Fedora.
