Description of problem:
need to backport commit 2566578a6feb9d9e39da41326afe8ed6022db3c5 so that we can reset DT value

need to backport commit to force panic on continuous test failure for cprng (when accepted upstream)

need to set NEED_RESET flag in alloc_cprng_context (when accepted upstream)

This request was evaluated by Red Hat Product Management for inclusion in a Red
Hat Enterprise Linux maintenance release.  Product Management has requested
further review of this request by Red Hat Engineering, for potential
inclusion in a Red Hat Enterprise Linux Update release for currently deployed
products.  This request is not yet committed for inclusion in an Update
release.
