When it was installing selinux-policy-targeted-3.6.5-2.fc11.noarch.rpm it output the error:

  Updating       : selinux-policy-targeted
SELinux:  Could not load policy file /etc/selinux/targeted/policy/policy.24:  Invalid argument
/usr/sbin/load_policy:  Can't load policy:  Invalid argument
libsemanage.semanage_reload_policy: load_policy returned error code 2.
semodule:  Failed!

Could you verify that this is still happening in the latest versions of rawhide.

This time I don't remember any error while installing selinux-policy-targeted-3.6.5-3.fc11.noarch

Ok there were some bad packages libsemanage?
out there so maybe this was a problem.
