Description of problem:
Click on Cancel button in 'Format Card', 'Set Home URL' or 'Format SO Card' security officer functions shows the enrollment page. It would be nice if it shows the main page.

How reproducible:


Steps to Reproduce:
1. In Security officer click Format Card.
2. Click on cancel button.

  
Actual results:
Enrollment page with message "Please locate the user who is requesting a new smart card" appears.  

Expected results:
Would be nice if main page with all the Security officer functions appear.
