Description of problem:
Set home phone URL from security officer station throws Formatting of key failed error. Tested on Windows Vista.

Version-Release number of selected component (if applicable):
CS 8.0

How reproducible:


Steps to Reproduce:
1. From the security officer station main page click Set home phone URL
2. Insert a blank token into the computer.   
3. Click format.
  
Actual results:
'Formatting of key failed error' message appears.

Expected results:
Successfully burn  phone home url on the token.

This problem is indeed related to bug 490239.
That bug was addressed by giving TPS access to the "doRevoke" servlet of the CA. This was a port separation related issue.
