Bugzilla is error-prone in accepting <Enter> in the Description field as Commit (activating submission of the whole form.)  Other form systems that I use protect against this, either by demanding that Commit have focus before activating [and typing into the Desciption field means that the Description has focus (and not the Commit button)], or by validating more fields before accepting a Commit.
