Description of problem:

Performing an "inverted" search under system-search will display values which are not sorted by relevancy.

How reproducible:
Always

Steps to Reproduce:
1. Do a system search for "checkin", enter value of 3000
2. You should get back 0 systems
3. Invert search
4. You should now see all systems returned
  
Actual results:
Results are presented in a random order


Expected results:
Results should be ordered

We have not addressed this specific bug in over 5 years years. This does not seem to have an active customer case with the bug report either. Closing out as wontfix to clear from backlog.
