Description of problem:
I have a PDF file which I can import correctly as a new document into OOo-writer and save out as ODF. When I try to bring either the newly created file or the original PDF into a new multipage document, it is imported directly over page 1. I have tried to import it into a new section, but that also fails (just over-writes page 1)

Always

Steps to Reproduce:
1. Load the front cover document (attached), press ctrl-enter, move to new page
2. Insert->File, select 3 line file (attached)
3. Load file
  
Actual results:
3 line file overwrites the front cover document

Expected results:
3 line file inserted into new page

Additional info:
I don't have OOo-extendedPDF installed

Having extendedPDF installed makes no difference...

Also happens under Win32

Yeah, I see. The page anchored graphics appear anchored to the same original page numbers as they were in the inserted document. They should intuitively get offset by an offset equal to the current page
