According to Packaging Guidelines, packages that provide static libraries need to Provides: %{name}-static. This is not fulfilled at the moment: $ rpm -q --provides openssl-devel openssl-devel = 0.9.8g-12.fc10 openssl-devel(x86-32) = 0.9.8g-12.fc10 $ rpm -q -l openssl-devel|grep lib|grep .a /usr/lib/libcrypto.a /usr/lib/libssl.a
