Description of Problem:
on menu of licq,Japanese letters get scrembled(mojibakeed)

How Reproducible:
Always

Steps to Reproduce:
1. start up licq from terminal
2. 
3. 

Actual Results:
menu is full of "?" mark

Expected Results:
Japanese or English menu can be displayed correctly

licq can not be directly started up from gnome menu.

Please take a look at it; I know next to nothing about Japanese.

This defect is considered SHOULD-FIX for Fairfax.
