Created attachment 341922 [details]
patch based on a debian bug report

Description of problem:

PureFTPd (as of version 1.0.21) suffers from a bug when setting the date/time of a file on the server using the SITE UTIME command. The file on the server gets a time which is off by several hours.

Version-Release number of selected component (if applicable):
1.0.21

How reproducible:

Steps to Reproduce:
1. Install pure-ftpd
2. Upload some file to the server with ncftp for example
3.

Actual results:

local and remote files have different timestamps. Two hours in my case.

Expected results:

identical timestamps of local and remote files
