Description of problem:
As discussed in the thread rooted here:

the selinux-policy package should own /usr/share/selinux/packages.  In spite of what was said in that thread, this directory is still not owned by any package in F-10 or F-11.

Version-Release number of selected component (if applicable):
selinux-policy-3.5.13-58.fc10.noarch
selinux-policy-3.6.12-28.fc11.noarch

How reproducible:
Always

Steps to Reproduce:
1. Make sure selinux-policy is installed.
2. rpm -qf /usr/share/selinux/packages
  
Actual results:
file /usr/share/selinux/packages is not owned by any package

Expected results:
That directory should be owned by selinux-policy.
