Description of problem: 'Properties' and 'Delete' buttons should not be sensitive when there's nothing to edit/delete in the list

How reproducible: 

Steps to Reproduce:
1. run system-config-netboot
2. remove all items from list

Actual results:
'Properties' and 'Delete' buttons are still sensitive even there's nothing to edit/delete. On click it does nothing.

Expected results:
'Properties' and 'Delete' buttons should be insensitive.

This bug report is part of "System Configuration Tools Cleanup Project". Don't

System-config-netboot is entering maintainance-only phase and the whole package will be deprecated soon. There are no plans for active development, only high severity issues bugfixing.
