Description of problem:

Steps to Reproduce:
1. rpm -ql preupgrade | grep desktop
  
Actual results:
empty

Expected results:
path to desktop file

preupgrade gets launched by packagekit; no desktop file is provided intentionally.

But preupgrade does not require packagekit and it seems to run fine without beeing launched by packagekit. But if it should only be launched by packagekit, then the binary should imho be moved to /usr/libexec to show this.
