help for rhn-proxy activation points to non-existent page

Steps to Reproduce:
1. hosted, rhn.webqa, webUI
2. click system details
3. proxy, activation
4. screen :
Install RHN Proxy Server "(?)"

Welcome to the RHN Proxy version 5.3 installer. 

5. click to "(?)" for help
# Page Not Found 

6. it points to :
https://rhn.webqa.redhat.com/rhn/help/proxy/http://www.redhat.com/docs/manuals/RHNetwork/proxy/

Actual results:
Page Not Found 

Expected results:
new help for rhn proxy is there

moving over to Hosted to track. They should work with either Mirek or Shannon on my team to help fix the links within the code, but since the WebUI installer is deprecated in 5.3.0 release with command line preferred - this is a lower priority bug, since all docs for Proxy are now hosted on www.redhat.com/docs and not on rhn.redhat.com.
