This package needs to be separated into: mingw32-gc, mingw32-gc-devel, mingw32-gc-static, and so on.

Also, what's the deal with --disable-static? Is static really disabled or not?

BTW, I note that the comment that a mingw32-gc-devel package needs to be split is completely incorrect; all mingw32 packages are essentially devel packages, and this is reflected by the guidelines.  The -static package is required if there's actually a static library packaged.
