Description of problem:
in bgpd.init:
[ -f /etc/zebra/bgpd.conf ] || exit 0
...
[ -f /etc/bgpd.conf ] || exit 0


so, bgpd will be started if we have /etc/zebra/bgpd.conf _AND_ /etc/bgpd.conf.

We (Red Hat) really need to fix this defect before next release.
