Description of problem:

The auto-delete flag for exchanges (provided in the AMQP specification) is not implemented in the c++ broker.

If auto-delete is specified during an exchange_declare, the exchange will not be automatically deleted under any circumstances.  Also, the autoDelete flag in the management object will always be False.

Is this going into 1.3? If not, I would appreciate when APIs will not
allow client to "create" an exchange with auto-delete flag.

Otherwise you will be bugged by QA testing the API which claims
to support creating such exchange which is in fact not supported
by broker.
