You can't choose to not format the partition for / on a livecd install - it works by copying the contents of the livecd entirely over onto the target system.  There are no packages at work here.  It's a simple raw copy of the whole livecd.

i did it, anaconda allow to uncheck "format /". then you probably need to automaticaly check "format" checkbox. 

you probably wrong mark it as notabug.

second, i really need one feature which allow to keep my /home folder.

that is completely incorrect. i did ask anaconda DO NOT FORMAT partition. it does format it without warning.

This bug appears to have been reported against 'rawhide' during the Fedora 12 development cycle.
Changing version to '12'.

You need to explain exactly what partitioning choices you are trying to make before I can even understand what's going on here.

No problem.

First i do load my machine with livecd. Then, i choice to create custom partition scheme. Then i choice boot partition, root (/) partition, and swap partition. All those partitions i try to reuse (uncheck "format parition" checkbox). Anaconda allow it.

After partition dialog, i click Next, then "write data to disk" dialog appear with no warnings about formating drive (dd command here?). And anaconda starts to install packages.

No warnings, everytings tell ok, and no messages about possible data lose.

This message is a reminder that Fedora 12 is nearing its end of life.
Approximately 30 (thirty) days from now Fedora will stop maintaining
and issuing updates for Fedora 12.  It is Fedora's policy to close all
bug reports from releases that are no longer maintained.  At that time
this bug will be closed as WONTFIX if it remains open with a Fedora 
'version' of '12'.

Package Maintainer: If you wish for this bug to remain open because you
plan to fix it in a currently maintained version, simply change the 'version' 
to a later Fedora version prior to Fedora 12's end of life.

We should disable the checkbox for formatting / and warn the user if they try to uncheck it.

/home has to be on a separate partition if you want to save it during the install.

We shouldn't allow installing to an unformatted / in any case. bug 629311 will take care of this.
