Description of problem:
ddskk needs to be updated to follow the Emacs Packaging Guidelines.

This bug appears to have been reported against 'rawhide' during the Fedora 12 development cycle.
Changing version to '12'.

Now I repackaged it with the new names (emacs-common-ddskk, emacs-ddskk{,-el}, xemacs-ddskk{,-el}) with XEmacs build.  Here is the changelog:

- rename the package from ddskk to emacs-common-ddskk (closes #531688)
  and split into subpackages following the emacs packaging policy.
- enable XEmacs build again (patch from Jerry James, #532624).
- change the encoding of Japanese docs/info to UTF-8.

I've tested it with emacs-23.1.94-2 and xemacs-21.5.29-12 on F13 and it seems to work fine here.

Do you mind if I take over the package?  This package is crucial for my daily life.  If ok, I'll proceed to the renaming process (new RR closing #531688 and #532624).
