Description of Problem:
I had a partition which had been used for swap (formatted for swap) but I
had stopped using it and changed the partition type from "82" to "83". 
When in (clean) installed rc2, it allocated and used the partition for swap .

yes

Steps to Reproduce:
1. allocate and format a partition for swap but change its type to 83
2. install RC2
3. After reboot, check /etc/fstab

Actual Results:
type-83 partition used for swap

Expected Results:
type 83 partitions ignore for swap

identifying the partition table types are unreliable for determining how to use
contents of partitions.  Format the partition as something other than swap.
