Package Bdef.h header file and clean up the spec file 

Description of problem: I am trying to package and use a library that depends on blacs. The library needs Bdef.h provided in blacs to build, but this header in not currently shipped in Fedora packages.
Please find the attached patch (for rawhide) that does include the header in the Fedora rpm package. While creating the patch, I cleaned up the MPI compilers macros defined in the spec (they are now provided by the MPI packages); removed lam support (it's been dropped from rawhide); and I had to modify the MPI_COMPILER variable you created in the spec, as it is now re-defined in an incompatible way in the MPI packages.

Additional info: Similar spec changes as above will be useful for scalapack too.
I hope you will effect the change in F-12 also. Please let me know if you plan to do so, so I can update mpich2 at the same time. Thanks.
