Just a quick note - when you run rpmlint, you get an error on the debuginfo file:
rpmlint delta.spec ../RPMS/x86_64/delta-* ../SRPMS/delta-2006.08.03-1.fc12.src.rpm 
delta-debuginfo.x86_64: E: script-without-shebang /usr/src/debug/delta-2006.08.03/topformflat.lex

You can fix this by adding this to %prep:
 chmod a-x *.lex

This package was approved many years ago, but never imported. Are you still interested in getting it into Fedora repositories?
