vhostmd (review bug 517488, spec [1]) requires a user and group
called 'vhostmd'.  I would like to request a fixed UID and GID
for these.

Oops, should be RHEL 5.5.

This is to support vhostmd which is going out in the
RHEL for SAP RHN channel (bug 514579).

Well - in Fedora uidgid pair reservation 112:112 was done. So I would suggest to add check if that uid/gid on the particular RHEL-5 system is free at install time - and then you could safely use it (vast majority of the cases) - otherwise you have to use dynamic way. This approach would be safe enough and will be better for migration between RHEL-5 and RHEL-6. Can't reserve that in RHEL-5 - so closing this bugzilla DEFERRED.
