timeline component should be mostly self-contained, just get it to work using facelets instead of JSP.

rev2014 - create new "Events" tab for resource and resourceGroup contexts; 
create history and timeline sub-tab placeholders for resource context; 
create history sub-tab placeholder for resourceGroup context; 
move monitor>timeline sub-tab to events>timeline;

Tested both Events subtabs, opened jiras for issues that I found.  rev2561, windows/oracle.
