need to make sure we can change the rhq.server.agent-update-download-limit server-side setting from within the UI.  Add this to the rhq-server plugin's <resource-configuration>

this is minor - i'm not even sure if I want this to be configurable via the UI.

Not going to do this now.  Maybe a future thing - if we think we need it.  If we do need it, this should be tracked in the JOPR JIRA since it involves the Jopr rhq-server plugin.
