re-implement bottom-anchored events ticker
also add expand/collapse div with event details for the user-selected time slice

rev2323 - re-implement bottom-anchored events ticker for monitor>graphs subtab; 
this revision also added display of lower and upper bounds for metric display range;

rev2328 - get events/log tracking bar working again;

Tested events timeline "bar" and popup links.  Note linked bug must be fixed for this feature to be completely tested.
