To repeat:

View the monitor page of the platform (with agent running).  Notice green avail icon on right.  Left nav should show resources normal (black).

Now shut down agent.  Wait a few minutes, refresh page.  Notice red avail icon on right.  But the left nav still shows normal black links, should be red.

this is technically a dup, but QA wants a sep jira to use for testing purpose

Left nav now turns red when the agent is shut down for that platform.  rev3087 linux/postgres.
