I'm not sure this is anything easy to fix, but I'm writing it up so we have a record of it.

Repro steps:
1. Go to a page with text fields on it - for example, Administration > Server Configuration 
2. Click on one of the text entry fields ("GUI Console URL:")
3. While typing -- or just while the cursor resides in the text box, move the mouse to hover over any of the top level menu items (Dashboard, Resources, Administration, Help)
4. View results

Current results:
Focus is lost from the text field.

Expected results.
Focus is not lost.

Other notes:
* Again, not really sure if there is an easy way to do anything about this.  This happened mostly by accident, I clicked on the field and then moved my cursor away so I could see what i was typing. I'd inadvertently moved it into the top level nav, however, and my focus jumped.
* This happens on any page with text fields, as far as i can tell -- not just this one.

Temporarily adding the keyword "SubBug" so we can be sure we have accounted for all the bugs.

Closing per 19-Aug triage -- this bug will be made obsolete per UI redesign.
