found this bug after partially implementing RHQ-1562.  when i submitted a group update request, i noticed on the history tab that the group update stayed in progress forever.

rev3134 - list group config update histories; 
fix for group update staying INPROGRESS forever; 
support deleting group updates;

Still stays INPROGRESS forever if agent is down.  Linked that jira here.

Tested deleting which works.  rev3351
