* clicking the star results in a javascript error and leaves the star grey
* clicking the expand/collapse arrow does nothing at all
* the green avail icon is all the way on the left in the nav tree

this prohibits me from right or left clicking the nodes at the top (the platform and the node just below it)

assigning to greg so this isn't dropped - greg is refactoring the header bar which should fix this.

in the end, if this refactoring still can't fix it, we can always just not have the header bar be collapsable - that should fix this issue and several others.

IE now renders the summary bar OK now. It looks a bit different than FF but functionally there is no difference.

Favorites icon now works in IE.

To test this, look at any resource page in IE and make sure you can:

a) expand and collapse the summary bar

and

b) you can make the resource a favorite and then not a favorite (click the favorite icon a couple times)

Am able to expand/collapse summary section, and mark/unmark as favorite.
