1. Login to JON and navigate to... well, probably any split screen page with left nav/right content.
2. Shrink browser size so the content window is somewhere below 1100px -- you don't need to measure this, it will be evident on its own.
4.  Note the secondary scrollbar that appears for the right content window. 

Current results:
* Odd scrollbar.

Expected results
* Probably shouldn't get that secondary scrollbar either.

Other notes:
* resizing browser window back to a larger size makes the floating behaviour go away.

Note the scrollbar (red box) in the screenshot.  Ignore the blue box, which is a different bug.

Temporarily adding the keyword "SubBug" so we can be sure we have accounted for all the bugs.

Closing per 19-Aug triage -- this bug will be made obsolete per UI redesign.
