Description of problem:

Sync scheduler does not validate bad data

How reproducible:
Every time

Steps to Reproduce:
1. After creating a content provider and/or associated repo, go to the edit view.
2. Modify cron line to read "0 0 foobar * * ?"
3. Submit
  
Actual results:
format is accepted; stack trace (usually?) thrown in server logs.

Expected results:

Validation.

Temporarily adding the keyword "SubBug" so we can be sure we have accounted for all the bugs.
