Description of problem:
Upload Complete button at the  bottom of the Upload UI page doesn't seem to be doing anything

How reproducible:


Steps to Reproduce:
1.navigate to the upload UI
2.Upload a file

  
Actual results:
Once the file upload completes, it automatically navigates to the edit ui. Upload complete button doesn't have to be clicked.

Expected results:
Either the user would have to click on the upload complete button to be navigated to the edit UI or the button needs to renamed as back or something.

This is now set from a properties file.  The verbage for this needs to be internationalized, and as that is done, we need to review what is done for the English Language version throughout the site.

This is not a bug any more with the UI change.
