Description of problem:
clear & clear all buttons really doesn't do anything in config file upload page

How reproducible:


Steps to Reproduce:
1.Navigate to upload UI for raw config
2.Upload a raw-config file
3. While its uploading see the clear all button at the top and clear button once the upload completes
  
Actual results:
While the upload is happening see the clear all button. clicking on it doesn't do anything. Once the upload completes, see the clear button besides the file name (before the the page automatically gets navigated to edit page)

Expected results:
Clear all is not needed if the user can only upload one file at a time.

This is not a bug any more with the new UI change.
