Description of problem:
Resource that support raw only config is not detecting the external config changes.

How reproducible:


Steps to Reproduce:
1. login to rhq server with agent running
2. select the raw config server resource
3. Click on edit files to see the values
4. go to the location and edit /tmp/raw-config-test/raw-test-1.txt and change some values
5. Refresh the UI
6. Now go to the Summary for the Raw-Server
7. Check under  Recent Configuration Updates
8. Also browse to Configure tab. 
9. Edit/view files 
  
Actual results:
Recent Configuration Updates (step 7 )does not show the change
The file still displays the old values in the UI


Expected results:
External config changes should be detected.

step 8 & 9 actually displays the changed config when you refresh.

I have tested this via the CLI and things appear to be functioning correctly. If there is an issue I do not think it is at the agent/plugin container or server layers.

If I understand this bug based on the steps listed above, the defect should be addressed with the fix for bug 544316. Please see that bug for details on the fix.

This is working in the the latest raw-config branch build.
moving to on_qa to test after merging to master.
