Description of problem:
UI usability, Import and "create new" buttons are not applicable to a list of check boxes

Please see the screenshot.

The "import" and "create new" buttons may need to be moved or changed for usability reasons. A user may be confused and think they are importing channels that have already been imported.  Additionally a user could use the "create new" button while some repositories are selected which really means nothing.

I agree but this is look-and-feel for all other core UI pages.  Also, we expect that all of the content pages will be reworked based on UXD mocks very soon.

Temporarily adding the keyword "SubBug" so we can be sure we have accounted for all the bugs.
