Description of problem:
Monodevelop cannot compile a new console application. Returns error message:
Framework 'Mono / .NET 3.5' not installed


How reproducible:
Every time

Steps to Reproduce:
1. Start monodevelop
2. File -> New -> Solution
3. Create a console application
4. [CTRL] + [F8] to compile the new solution.
  
Actual results:
Error: Framework 'Mono / .NET 3.5' not installed

Expected results:
The test application gets compiled
