Description of problem:
Entitlements are purchased each year for a customer.  When this happens all the current entitlements are temporarily cleared on RHN and all systems become unentitled.  When the entitlements are added back, they do not go to the Dom0 systems running xen guests first and this results in the guests using a real entitlement.

This is a known issue for the RHN Hosted team.

Closing bug.  According to ticket https://rt.corp.redhat.com/rt3/Ticket/Display.html?id=1245636 , this issue has been resolved and in production as of January 27, 2010.
