Description of problem:
When a queue is for a remote printer (CUPS_PRINTER_REMOTE is set), the PPD options are not editable even though the PPD resides on the local machine.

Version-Release number of selected component (if applicable):
system-config-printer-1.1.13-3.fc11

How reproducible:
100%

Steps to Reproduce:
1.Click 'New'
2.Select a remote CUPS queue
3.Edit the printer
4.Click 'Change PPD' to set a local filter
5.Click on 'Printer Options'
  
Actual results:
All options are insensitive.

Expected results:
All options should be sensitive.
