Description of problem:
System environments that rhnsd & osad agents pass to rhn_check program
during execution of client actions are not consistent.

How reproducible:
Always

Steps to Reproduce:
1. Register a client to Spacewalk, make sure rhnsd & osad are installed
and setup on your client.
2. Stop osad
3. Schedule a run of script from Spacewalk WebUI:
...
#!/bin/sh
env
...
4. Wait for the results from client
5. Stop rhnsd, start osad on your client
6. Schedule run of the same script from Spacewalk WebUI
7. Wait for the results from client

Actual results:
Results are not consistent

Results are consistent
