Manage the device ACLs from udev

In F-12, ACL management has moved from hal to udev. The way to register is to add ENV{ACL_MANAGE}="1" to the udev rules. Attached is a patch to make this change.

libmtp-1.0.1-2.fc12 has been pushed to the Fedora 12 testing repository.  If problems still persist, please make note of it in this bug report.
