Description of problem:


There is still no proper way to ensure the correct locale during installation.

Would it be possible to merge the language, locale and timezone selection into one page at the start.  Have the page change the language it is presented in when the language is modified (i.e. it reloads itself using that language).

The country and then city (for timezone purposes) is then selected.


From this
 * The full language dialect (locale) is automatically guessed (e.g. en_GB for language=English city=Europe/London)
 * The keyboard layout is automatically guessed (e.g. uk for language=English city=Europe/London)


In short the dialogs need to re-use the previously obtained information to provide reasonable default/guesses.
