How reproducible:
Always

Steps to Reproduce:
1. start postfix
2. import postfix into rhq inventory
3. note postfix server has UP availability
4. stop postfix server
5. Wait a few minutes, notice that the postfix server never changes to availability DOWN in the rhq server.
  
Actual results:
Postfix shows UP availability 

Expected results:
Postfix shows DOWN availability

Temporarily adding the keyword "SubBug" so we can be sure we have accounted for all the bugs.
