Description of problem:
Adding or removing a favorite resource does not get reflected in the favorites menu until the page is refreshed.  This worked in JON2.3.0GA, so it is a regression.

How reproducible:
Always

Steps to Reproduce:
1. Go to any resource
2. Click the Ribbon icon in the upper right to mark as a favorite.
3. Open the resources menu, Favorite Resources submenu

  
Actual results:
The resource you just marked as favorite, is not in the favorites list.  Refreshing the page works around the problem.

Expected results:
The resource appears in the favorites menu immediately, without refreshing, as it did in JON2.3.0GA

Temporarily adding the keyword "SubBug" so we can be sure we have accounted for all the bugs.

bring back the old static menu bar, fixes AJAX-enable favorite resource/group badging (also speeds up the UI rendering considerably)

JON build #108 Revision 10611

I have picked up a resource ,
clicked on the top right corner ribbon and made the resource favourite.

Observation: On the resource tab under the favourite resource submenu i can see my resource.

it is working fine now.
